BACKGROUND

Woodside Fire Protection District in the Santa Clara County, California serves communities in Woodside, Portola Valley, Emerald Hills, Ladera, Los Trancos, Skyline, and Viste Verde areas.
Continuing to work to prepare and mitigate for, respond to, and recover from natural disasters such as an earthquake is imperative to the survival of the San Francisco Bay Area communities.
The fire district and the towns of Portola Valley and Woodside partnered with One Concern to implement Seismic Concern solution to improve community resilience.

GOALS

Maximize ROI on resiliency efforts using actionable insights
Gain clear understanding of specific vulnerabilities for the entire jurisdiction across each of the possible earthquake scenarios.
Quantify risks to lives and property with high accuracy.
Define risks to the district’s critical infrastructure and lifelines.
Create and share a common operating picture across local, state, NGOs, and private-party stakeholders.
Accurately estimate amount of emergency response resources required in the worst case as well as likely scenarios.
Identify and recommend mitigative steps that can be taken now to reduce vulnerabilities and maximize associated return on investment (ROI).
Ultimately, calibrate and improve community resilience for the jurisdiction and save every possible life.

WE ASSESSED THE SITUATION
The One Concern team worked very collaboratively with Woodside Fire Protection District and the towns of Portola Valley and Woodside to understand their emergency management and resiliency goals.
WE GATHERED PERTINENT DATA
Jurisdiction specific critical infrastructure data was modeled into Seismic Concern solution to understand integrated risks.
WE ASSEMBLED A WIDER TEAM
The jurisdiction then invited collaborators e.g. town officials, American Red Cross, and San Mateo County onto the Seismic Concern platform to ensure that all the stakeholders have a common operating picture.
WE RAN TAILORED SIMULATIONS
The joint team then ran multiple tailored simulations in the Seismic Concern solution to gain a holistic understanding of the jurisdiction’s specific risks and vulnerabilities.
WE PUT PEOPLE FIRST
Demographic overlay feature allowed deeper understanding of people impact under each simulation.

QUANTITATIVE UNDERSTANDING OF SEISMIC RISKS
Seismic Concern solution has provided highly accurate estimates of impacts to people and structures at a census block-level under variety of earthquake scenarios. The fire district and towns have used this information to plan response strategies and staging area for emergency resources.
LIQUEFACTION AREAS
Identified specific liquefaction areas that can potentially isolate the fire district and towns from rest of the Bay Area after an earthquake. This has tremendous implications for emergency response and evacuation. This information has helped jurisdiction proactively identify alternate routes.
CRITICAL INFRASTRUCTURE RISK
Seismic Concern solution has identified jurisdiction specific critical infrastructure (e.g. schools, town buildings), which is at high risk of collapse during an earthquake. The fire district and towns are mitigating the risks by working with respective critical infrastructure owners.
IMPACT ASSESSMENT WITHIN MINUTES
In case of an earthquake, Seismic Concern will provide highly accurate estimates of economic losses and community impacts within minutes. It will also provide real-time situational awareness to identify hardest-hit areas to help prioritize efforts to save lives.
